520 |a Der Nationale Wohlfahrtsindex (NWI) steht im Kontext einer international geführten Diskussion um neue Indikatoren für gesamtgesellschaftliche Wohlfahrt. Er zielt auf einen Perspektivwechsel gegenüber dem BIP, indem er den Blick um wohlfahrtsrelevante ökonomische, ökologische und soziale Aspekte erweitert. Die aktuelle Zeitreihe umfasst Werte für die Jahre 1991 bis 2016. Rückblickend lassen sich drei abgeschlossene Phasen unterscheiden: - Erste Phase 1991 bis 1999: In dieser steigen sowohl BIP als auch NWI. - Zweite Phase 1999 bis 2005: Hier zeigt sich eine gegensätzliche Entwicklung. Während das BIP weiter steigt, fällt der NWI ab, v. a. auf Grund einer zunehmenden Einkommensungleichheit. - Dritte Phase 2005 bis 2013: Der NWI bleibt relativ konstant, während das BIP - abgesehen von der Finanzkrise - weiter steigt. Seit dem Jahr 2014 zeichnet sich eine vierte Phase weitgehend paralleler, positiver Entwicklung von NWI und BIP ab. Ob diese Phase - die überwiegend auf den steigenden privaten Konsum zurückzuführen ist - über einen längeren Zeitraum anhalten wird, lässt sich noch nicht abschätzen. Bei der Interpretation der Ergebnisse ist zu beachten, dass gerade für Umweltkosten noch erhebliche Bewertungsschwierigkeiten bestehen. Eine umfassendere Berücksichtigung besonders der Verluste biologischer Vielfalt könnte Veränderungen des Wohlfahrtsindex zur Folge haben. Unter anderem deswegen ist der NWI als "work-in-progress" zu verstehen, bei der kontinuierlich versucht wird, den aktuellen Wissenstand einzubeziehen. 
520 |a The National Welfare Index (NWI) is part of an international discussion about new indicators for societal welfare. It aims at a shift in perspective in comparison to GDP by including further economic, ecologic and social aspects relevant to welfare. The current time series includes data for the years 1991 to 2016. In retrospect, three completed phases can be identified: - First phase 1991 to 1999: GDP as well as NWI rise. - Second phase 1999 to 2005: The two indicators show diverging developments. While GDP continues to rise, NWI declines, mostly because of growing inequality of income. - Third phase 2005-2013: NWI stagnates whereas GDP, short of the time of financial crisis, continues to grow.Since 2014, a forth phase of positive development of both GDP and NWI emerges, mainly due to rising private consumption. Whether this is in fact the beginning of a lasting phase remains to be seen.However, as considerable valuation problems remain esp. in relation to environmental costs, these results should be interpreted with caution. A more comprehensive consideration in particular of the loss of biodiversity could result in changes of the welfare index. Thus, NWI has to be considered as work-in-progress which constantly tries to draw on best available knowledge
