Fremden), wird für verstärkte Anstrengungen plädiert, das internationale Recht für Migration sowie das für Flüchtlinge geltende internationale Recht zu entwickeln und zu verbreitern. Vor allem auf der staatlichen Ebene muß zwischen Einwanderern und Flüchtlingen stärker unterschieden werden und sind die Interessen beider Gruppen zu berücksichtigen. Dazu ist eine sowohl auf internationaler als auch auf regionaler und nationaler Ebene gültige internationale Rahmenordnung zu entwickeln. (FUB-Hnm) | ||
