Summary:The main aim of this chapter is to give an account of political leaders’ views of how local democracy should work in the modern context. In particular, we are interested in how degrees of support for different concepts are spread over different countries and correlate with different factors, thereby identifying reasons for the strength of specific attitudes. We will discuss also the effects of the institutional aspects of local government of direct election and party membership on the views of political leaders and local democracy.
