Anschließend wird gezeigt, welche Defizite der gegenwärtig realisierte Familienlastenausgleich gegenüber der anzustrebenden Konzeption aufweist. Zur Überwindung der Defizite werden verschiedene Strategien (insbesondere Erhöhungen des Kindergeldes und/oder der Kinderfreibeträge im Steuerrecht) diskutiert. Alle diese Strategien sind mit relativ geringem Verwaltungsaufwand anwendbar, wenn der Anspruch auf Kindergeld von der Steuerschuld der Eltern abgezogen werden darf. Reshaping the system of Equalization of Family-Related Economic Burdens (EFREB) requires a consistent concept serving as a guideline for decision-making. At the beginning we discuss conditions for such a concept, assuming the goal, that families with the same number of children should receive the same amount of financial relief. This is followed by a demonstration of shortcomings of the present system of EFREB, as compared to the desired concept and a discussion of strategies to overcome such shortcomings. All described strategies can be implemented without major administrative effort, if child allowance is deducted from parents' tax bills. | ||
